Michael Evans
Founder and Principal Consultant


Michael Evans brings more than 22 years of municipal public-service experience, with a career spanning law enforcement, executive leadership, municipal administration, technology management, cybersecurity, infrastructure planning, emergency preparedness, and public safety operations.

He served as both Chief of Police and Director of Technology and Infrastructure, giving him a rare combination of operational, administrative, technical, and public safety experience. In those roles, he was responsible for leading police operations while also overseeing municipal technology systems that supported administration, public works, utilities, public safety, facilities, communications, and critical infrastructure.

His technology experience includes network planning, firewall management, cybersecurity readiness, system access control, backup and disaster recovery planning, cloud services, surveillance systems, license plate recognition, digital evidence, remote connectivity, vendor coordination, equipment replacement planning, and technology budgeting.

Michael also has hands-on experience with municipal infrastructure technology, including water and wastewater systems, SCADA connectivity, lift-station monitoring, telemetry, generator systems, remote access, communications infrastructure, and facility technology. This background allows him to evaluate technology not only from an IT perspective, but also from the standpoint of operational continuity, public safety, compliance, budgeting, and long-term sustainability.

Throughout his municipal career, Michael worked closely with elected officials, administrators, department heads, police personnel, public works employees, school officials, fire departments, vendors, contractors, and regional partners. He understands how municipal decisions are made, how projects move through budgeting and procurement, and how to communicate technical issues in a way that is clear and useful to councils and community leaders.

Michael’s approach is practical and grounded in the realities of local government. He understands that many small and mid-sized municipalities operate with limited staffing, aging systems, tight budgets, and fragmented vendor relationships. His goal is to help communities identify risks, establish priorities, improve accountability, and make informed technology and operational decisions.

As founder of GTS Municipal Solutions, Michael provides independent guidance, project leadership, assessments, cybersecurity support, and long-term planning tailored to the needs of local government. His work is focused on helping municipalities strengthen operations, modernize responsibly, reduce risk, and deliver reliable services to the communities they serve.
